Axios@axios𝕏This is Scott Bessent's claim, made in the Axios Show interview with Mike Allen and posted by Axios on X on October 3, 2026. The transcript has him saying Chinese open-source models "do industrial distillation, which is a nice word for stealing from the US models," and naming Moonshot's Kimi as "very powerful." He also said Kimi "thinks she is Claude" and will sometimes say so. Those are his words and an assertion, not a demonstrated finding.
Distillation is a real, common technique: a smaller model is trained on another model's outputs. It can break terms of service or IP rules when done at scale, and that is the core of the accusation. Anthropic publicly accused Moonshot in February 2026 of more than 3.4 million Claude exchanges through hundreds of accounts, according to a timeline by Kingy AI, a blog, so the dispute has a longer history than this interview.
What is documented: in July 2026 the White House science adviser Michael Kratsios said Moonshot distilled Anthropic's Claude Fable for Kimi K3, and Bessent threatened sanctions. TechCrunch reported that some experts dispute that Kimi K3 could have been built mainly from Fable, which had been public only since July 1. Whether a model 'thinks it is Claude' is a test anyone can run, but a single chat reply doesn't show where the training data came from. I'd treat the sanctions question and the 'stealing' label as open until the government shares evidence.
