Here is where things stand as of Monday, October 26, 2026. The newest item is a buyout offer, not a layoff. Bloomberg reported that Microsoft will offer buyouts to about 60,000 workers, and a Microsoft spokesperson confirmed that eligible staff are at vice president level and below on select teams in the US, Canada, India and the UK. AFP says some groups, including some data center, sales and marketing staff, are excluded. Tech-insider.org reports that eligible staff have until early December to decide and that departures are planned for the end of 2026, but I could only find that in one source, so treat the timing as provisional.

The earlier 2026 steps were these. In April Microsoft offered its first voluntary retirement program to roughly 8,750 eligible US employees, and GeekWire reports about 30% took it. On July 6 Microsoft confirmed 4,800 job cuts, about 2% of its workforce, with 1,600 of them at Xbox, according to GeekWire and CNBC. On September 28 a state WARN filing showed 277 more positions eliminated in the Puget Sound region, as TheStreet reported.

For context, Microsoft cut about 15,000 jobs across two rounds in 2025, and the company says the 2026 changes are tied to its AI spending. Figures for the buyouts and layoffs come from company statements and press reports, and none of the sources give a final count of how many people will actually leave.

$MSFT offers 60,000 employees a voluntary exit.

60K Y’all!!

First time this has ever been offered at Microsoft and it will affect employees in India, The United States, Canada, and the UK at level 70 or below…

Employees find out in a few hours if they are being targeted for this.

This just makes me think that H127 layoffs sound intense. Is this a pre-layoff round?

Also makes me wonder if they changed some scheduled layoffs due to be called out by @VP. Peace offering? 🤔 Timing is just interesting.

More to come.

BREAKING: Microsoft is offering buyouts to 60,000 employees, roughly a quarter of the company’s workforce, under a “Voluntary Exit Offer,” in an effort to avoid more layoffs

Reminder: Earlier this month, the Trump administration suspended Microsoft and a handful of other firms from using the Permanent Labor Certification Program, or PERM, which lets companies sponsor foreign workers for green cards.

At the time, Vice President JD Vance accused the tech giant of laying off thousands of American workers while bringing in foreign workers to replace them through the H-1B visa system: "There has been no company in the US, unfortunately, that has abused the system more than Microsoft."

Here is what Microsoft's leaked buyout chart actually says, in detail.

The chart splits Microsoft into three groups for the Voluntary Exit Offer.

Fully participating, meaning the whole org is in: AI Experiences, Copilot and Agents, CoreAI, the CTO's office, Windows and Devices, Xbox, Finance, HR, and Strategy and Transformation.

Partially participating, where eligibility varies by team: Cloud and AI, legal affairs, and Microsoft AI, the division behind consumer Copilot.

Not participating at all: Marketing, the commercial business, Discovery and Quantum, and Security.

Two footnotes matter. Employees of limited integration companies are not eligible. And inside the partial orgs, team leaders decide who gets the offer.

The offer itself covers employees at level 70 and below in Canada, India, the UK and the US.

What stands out is the split. The teams building Microsoft's AI products are fully on the list, while Security, Quantum and the commercial business are not on it at all.

That list is the real story. It shows where Microsoft can afford to lose people.
